Maintain Expense Budget List {FCSO-13}

In this option the user defines Expense Budget Lists. Expense Budget Lists may have multiple Expense Budget Parameter Sets for multiple years. The "GL Report Writer" will use Expense Budget Parameter Sets in the list linked to a column in a report where the parameter set year is equal to the year of the column.

Best Practice: a Expense Budget List Code should have Expense Budget Parameter Sets for multiple years and they must have the same financial objective.
