Financial Statuses Upload (Bulk) {FSAO-37}

This program will upload the downloaded file from the directory as defined on {BATCH-7}. Please take note that when the user change data on the existing records in the downloaded file, it is actually a new record that has been created. Therefor a new record will be inserted for the student.
Existing data will not be overwritten. New records that have been inserted on the downloaded file will be uploaded as a new record.
and {FSAO-38} and error messages will be available on the output list.

It is recommended that the user run the upload program first in (T)rial mode, remove all the existing e.g. 'SQLERROR ERROR: Record already exists' etc. records from the upload file so that only the new records exists on the upload program. Thereafter the user can run the program in (U)pdate mode.
