Include/Exclude Posts/Personnel   {MSBOP-22}


There is usually a requirement to exclude specific posts and/or staff from the calculation, within a specific parameter set.  In this option the user can specify these.

The user should understand that the post is the “key” to the calculation, and that exclusion of the post will automatically exclude all personnel in that post.  On the other hand, if a post is included in the calculation and the personnel is excluded, the system will budget for that post as if it were vacant, except that it will extract and budget for the expenditure of the staff in that post.

This six-Block option is used to update the in/exclusion indicators per parameter set.   Note that the set of in/exclusions of one parameter set may also be used in another parameter set.

Fields in the option:

Block 1:  Budget Parameter Set

Parameter Set A4  The code for the required parameter must be entered.  A <LIST OF VALUES> is available.
Using Parameter Set  A4 If the in/exclusions of another parameter set are to be used, the required parameter set code must be entered.  This is optional, and the field may be left blank.
Load Posts Per Post Type   A drop down menu with all valid post types is displayed by clicking on the arrow next to the field.  <Ctrl>+L can also be used to display the valid post types.  If another parameter set has been used in Using Parameter Set, the system will load the in/exclusions of the specified parameter set taking into account the post type, only posts with the specified post type will be loaded.  If the post type is left blank and another parameter set has been used in Using Parameter Set, the system will load the in/exclusions of the specified parameter set.  If another parameter set has not been used, the system will load the default in/exclusions as specified in {MSBOP-25b1} also taking into account the post type. If the post type is left blank the system will load the default in/exclusions as specified in {MSBOP-25b1}.
Load Posts Per Post Classification   A drop down menu with all valid post Classification types is displaayed by clicking on the arrow next to the field. <Ctrl>+L can also be used to display the valid post Classification types. If another parameter set has been used in Using Parameter Set, the system will load the in/exclusions of the specified parameter set taking into account the post classification type, only posts with the specified post classification type will be loaded.  If the post type is left blank and another parameter set has been used in Using Parameter Set, the system will load the in/exclusions of the specified parameter set.  If another parameter set has not been used, the system will load the default in/exclusions as specified in {MSBOP-25b1} also taking into account the post classification type.  If the post classification type is left blank the system will load the default in/exclusions as specified in {MSBOP-25b1}.
Load Posts?  A1 If (Y)es, and another parameter set has been used in Using Parameter Set, the system will load the in/exclusions of the specified parameter set.  If another parameter set has not been used, the system will load the default in/exclusions as specified in {MSBOP-25b1}.  The system will indicate that the posts were successfully loaded.     
Load Personnel? A1 If (Y)es and another parameter set is being used in Using Parameter Set, the system will load the in/exclusions of the specified parameter set.  If another parameter set is not being used the system will load the default exclusions as specified in {MSBOP-25b3}.  The system will indicate that personnel were successfully loaded.
When <NEXT BLOCK> is pressed, the system will do an automatic query and will then display post detail.

Block 2:  Exclusion/Inclusion of Post from Salary Budget

Exclude A1 If (Y)es the system will exclude this post from the calculation.  The system default is (N)o.

Block 3:  Parameters to List Included/Excluded Personnel

When this Block is entered via <NEXT BLOCK>, the following information must be entered:

Block 4:  Inclusion/Exclusion of Personnel from Salary Budget Calculation

When <NEXT BLOCK> is pressed, the system will do an automatic query to display service record details of employees who are in/excluded for the above budget cycle with the combination of post / rank / appointment type as indicated in Block 2.  If all three fields were left blank, all employees in service during or after the above budget cycle will be shown.

Exclude A1 This is the only updateable field.  If (Y)es, the system will exclude this person from the calculation.  The system default is (N)o. 

Please note that, when a new person is appointed via options {PBOP-1}, {PAOP-3} or {SEXAM-8}, the system will default to a “Z” in this field, thus highlighting the new appointments.  Such a person will NOT be included in a budget calculation (since only a (N)o will include a person); the user must therefore query for such cases and set to “Y” or “N” as required.
