Family Structure and NSFAS Means Test {FBNO-2}


The family structure is captured and maintained per student per year. Once the family structure is completed, the NSFAS means test can be performed. The means test is calculated according to the NSFAS supplied formula, using the applicable values from FBNC-1 to 5 in conjunction with the information captured for the student on the family structure.

Indicate the primary family member. The address detail for this member must exist as the Next Of Kin  for the student on the student biographical record. This information will be passed on to NSFAS to include on the LAF.
ID Number A15 Enter the family member ID number. Mandatory for the primary member.
Title
A5
Mandatory for the primary member.
Initials
A6
Mandatory for the primary member.
Surname A40 Enter the family member name
Relation A5 Enter the relationship.
Dependancy Reason A30 Enter a reason why this member is dependent.
Member Status A1 Indicate whether the family member is a tertiary student or not or deceased.
Valid values:
Y - Tertiary Student
N - Non Tertiary Student
D - Deceased
Income Type A4 The user will be able to choose from a list of values as maintained in {FBLN-4}.
Income per Year N17.2 Enter the income of this dependent. A system operational definition must be set on {FCSM-1} for code 'MI' and subsystem 'BL'. If set to (Y)es, a validation will be done to ensure that the family income for at least one family member must be greater than zero.

N3
The age of the family member.
Occupation Code
A4
The occupation of the family member.

No. of years family member at current employer.
Employer Code

Current employer of the family member.
User
A8
User that inserts/updates the record will default.
Date
DD-MON-YYYY
System date will default.
Send SMS
Button
A user will be able to send a SMS Message to the student form this button. A pop-up screen will appear when the user clicks on the button.

  • User restriction BSMS - Create SMS Message applies:
    • Access is given to users to send individual SMS messages by linking the user to this restriction in {FBLM-7}
Send Individual SMS Message

Message Code
List of values available from {FBLM-9} Default SMS Messages. The user selects a message that needs to be send to the student.
Contact Sequence
List of values from the student address. This field can be left null.
Communication Type
List of communication types from the student address. This field can be left null.
Cell Number
List of cell numbers for the communication types selected that the user can choose from. This can also be any other cell number if the number and need not be a cell number on the student address.
SMS Message
The SMS Message as created on {FBLM-9}. The user will be able to add to the message depending on the update indicator linked to the message on {FBLM-9}.

Block 3:  NSFAS Means Test

The calculation is done using the NSFAS means test.

Estimated cost as maintained in {FBLO-4}             


TOTAL DEDUCTIONS (B)
Awards already made to student in {FBLO-4} or {FBLO-6}
Expected family contribution as calculated in {FBLN-6}

                         
RECOMMENDED NSFAS AWARD = TOTAL COST (A) less TOTAL DEDUCTION (B).

If it is indicated in the type of residence field that the student qualifies for a residence allowance (that is accommodation not for the institution’s account, thus the cost is not part of the estimated cost and has not yet been taken into consideration) the relevant accommodation allowance will be added.

The user can only update the area code and the type of residence for the student in this block.

Negative Recommended NSFAS Awards are displayed as zero depending on SOD MB for subsystem BL.

Type of Residence Allowance
N1 The residence allowance is also determined by NSFAS and must be updated on a yearly basis from a file that will be supplied by NSFAS. This is done by running {FBNM-4}.

  • Staying at Home
  • Out of Town Stay Off Campus
  • Inst. Town, Staying at home
A fifth option - Not Applicable - was added to the four options supplied by NSFAS. Reason being that one of the four options defined by NSFAS should only be used if the residence fee is not raised on the student account. If raised on the student account, the cost is part of the estimated cost used for the means test calculation and therefore already taken into consideration for the NSFAS award.
