Leave Package Structure {PLCS-3}


This program is used to define the make-up of each leave package, i.e. the leave types and days per type.  The rules for Leave Credit Calculations {PLOP-2} for each Leave Type in the Leave Packages are also specified here.

One record is created for each leave type within the package.  A package can contain any number of leave types.


The following, regarding the Leave Credit Calculation {PLOP-2}, should be taken into consideration when the leave package structure is defined:

Description
Leave Package A2 Enter the code as defined in Leave Packages {PLCS-1}. Leave Packages where "Incative From" is in the past may not be entered.
Type    (A3) Enter the code as defined in Leave Types {PLCS-2}.  For Leave Packages with no "Inactive From" date, only Leave Types with no "Inactive From" dates are allowed.
Leave Days Allowed  (N3)  This is the number of days to be credited in one leave cycle for this leave type / leave package.
Term (N3)  The term or leave cycle in months during which the Leave Days Allowed are earned.  Note:If a negative term is entered, the Leave Credit Calculation {PLOP-2} will credit leave in advance.
Credit Calculation Method (N1)  The leave allocation, as set out above, can be credited to the employee in one of the following ways:

             1  -  Monthly on the first of the month.
             2  -  Monthly on appointment day of employee.
             3  -  Annually on the 1st of January.
             4  -  Annually on appointment date of employee.
             5  -  Calculate Leave for Hourly Paid Personnel.
             9  -  Manual.

Calculation Methods 1 to 5 will be credited by the Leave Credit Calculation {PLOP-2}, upon request by the user.
Calculation Method 9 requires manual credit entries.

Hours worked per leave type  (N5) This field is used for Credit Calculation Method 5 - Calculate Leave for Hourly Paid Personnel.

Hours Credit per Leave type  (N5) This field is used for Credit Calculation Method 5 - Calculate Leave for Hourly Paid Personnel.

Hours per leave type per day (N5) This field is used for Credit Calculation Method 5 - Calculate Leave for Hourly Paid Personnel.

Working/Calendar Days (A1)  This field indicates whether (W)orking or (C)alendar days apply to debits for this leave type / leave package combination.  The system defaults to (C)alendar days. 
  • If Calendar days are used for the leave type, the system will not acknowledge public or institution holidays as set up in the calendar of Public and Institutional Holidays {GOPS-2}.  
  • If workings days are used for the leave type, the system will not create a debit record for days marked in the calendar of Public and Institutional Holidays {GOPS-2} as Public or Institution holidays, as well as Saturdays or Sundays.
  • The same principle is enforced on the Leave Application of the Personnel iEnabler system.
Auto/Manual Debiting  (A1)
  • For (A)uto Debiting, the user enters the Start and End Leave Date in the Leave Records {PLOP-1} when entering leave debits and the program automatically calculates the number of days to debit according to the previous field.
    Note that the user may still override the calculated number of days.
  • For (M)anual Debiting, the number of days to debit should be specified when entering leave debit records in the Leave Records {PLOP-1}.
Maximum Days in Debit (N4) The Leave Application {P00004-1} and the Leave Calendar {P00004-8} in the Personnel iEnabler will not allow a person to apply for leave if a negative balance greater than the Maximum Days in Debit will result.
Working Days per Calendar Month (N2) The number of working days per calendar month to be used when calculating monetary values amounts for the Selling of Leave {PLOP-5}. 
It will only be required if this particular leave package / leave type combination is based on working days and the field "Maximum Days Sold" is greater than 0.
Leave Entitlement for incomplete service period
(A1)

Y – Pro-rate Leave Entitlement

N – No Leave Entitlement

F – Full Leave Entitlement


How should the Leave Credit Calculation {
PLOP-2} calculate the leave credit where the employee is in-service for a partial leave cycle period?


This only applies to credit calculation methods:

  • 1 - Monthly on the first of the month and
  • 3 - Annually on the 1st of January. 


If:

Y – Pro-rate Leave Entitlement

The Leave Credit Calculation {PLOP-2} will calculate PRORATED LEAVE for appointments after the start of the Cycle (see next field) and resignations before the end of the Cycle.

 

N – No Leave Entitlement

The Leave Credit Calculation {PLOP-2} will NOT calculate prorated leave for appointments after the start of the Cycle (see next field) and resignations before the end of the Cycle.

 

F – Full Leave Entitlement

The Leave Credit Calculation {PLOP-2} will calculate the FULL LEAVE ENTITLEMENT for appointments after the start of the Cycle (see next field) and resignations before the end of the Cycle.

Cycle Start Date  (DD-MON-YYYY) Supply the Cycle Start Date if Pro-Rated is:
Y - Pro-rate Leave Entitlement OR
F - Full leave Entitlement

This Cycle date is to be maintained and should be set correctly, prior to a Leave Credit Calculation being run, when Pro-Rata Leave or Full Leave Entitlement is being calculated for impartial service periods, that fall within The leave credit cycle.

Both Pro-rated leave and full leave calculations, for impartial service periods, will only be calculated for the current leave cycle.

Maximum Days to beSold  (N2) The maximum number of days of this leave type within this leave package that may be sold by an employee within a particular Leave Cycle:
  • If there is no limit, enter 9999. 
  • This field is optional and is used by the Selling of Leave {PLOP-5}.
  • If this field is not entered, it will be interpreted as a zero.
Minimum days to be sold (N2)  The minimum number of days of this leave type within this leave package that may be sold at any one time by an employee:
  • This field is optional, and is used by the Selling of Leave {PLOP-5}.
  • If this field is not entered, it will be interpreted as a zero.
Minimum Days on Hand (N2) The minimum number of days to be retained when leave is sold:
  • This field is used by the Selling of Leave {PLOP-5}
Number of times leave can be sold (N2) The number of times within a leave cycle that leave may be sold:
  • This field is optional, and is used by the Selling of Leave {PLOP-5}.
  • If this field is not entered, it will be interpreted as a zero.
Min days leave taken (N2) The minimum number of days that must have been taken within a specific leave cycle before any leave is allowed to be sold:
  • This field is optional and is used by the Selling of Leave {PLOP-5}.
  • If this field is not entered, it will be interpreted as a zero.
Time lapse between selling of leave  (N2) Supply the number of months that must lapse between each time that leave is sold:
  • This field is optional and is used by the Selling of Leave {PLOP-5}.
  • If this field is not entered, it will be interpreted as a zero.
iEnabler Characteristics
A1 Y - Apply via Web and Display Detail on Web.
N - Cannot Apply via Web, but Display Detail on Web.
A - Apply via Web, but do not Display Detail on Web.
D - Cannot Apply via Web, and do not Display Detail on Web.

The Leave Application {P00004-1}, Personnal History {P00004-5}, Supervisor History{P00004-6}, Leave Calendar {P00004-8} and Supervisor Leave Calendar {P00004-9},  in the Web Leave System {P00003-1} is sensitive to this field.
Apply Special Rules A1 (Y)es or (N)o.

This field indicates if special rules are to be applied to the Leave Package / Leave Type. Special rules will be applied to either additional leave credits being calculated based on service period {PLCS-5} or restricting leave debits based on service period {PLCS-6} .

If field is set to ‘Y’

Then allow ‘0’ to be entered in Term field (field will remain a mandatory)

Examples  
 1 Consider the case where normal leave for a leave package is 18 days per annum, credited monthly in arrears on the first of the month.  The values will be:

           Days:             18
           Term:             12
           Credit Calc:     1

The system will now credit the leave, for say January 2002, on the first of February. 

The following entry will appear in the leave record:

 01-JAN-2002  31-JAN-2002  C  1.5 days  * LEAVE EARNED IN ARREARS *
2 Consider the case where non-accumulative leave is 20 days per annum, credited yearly in advance on the first day of the year.  The values will be:

           Days:              20
           Term:             -12
           Credit Calc:      3

The system will now credit the leave, for say 2002, in advance. 

The following entry will appear in the leave record:

 01-JAN-2002  31-DEC-2002  C  20 days  *LEAVE EARNED IN ADVANCE*

Rules
  
 1 Any changes to the leave package structure are written away to an audit file and can be printed with Print Leave Package Audit Trail {PLOPR1-2}.
The audit trail may be cleared with Clear Audit Trail {FPRM-22}. 
We recommend that the user <SAVE> after every change to simplify auditing.
